What to make of it

Have a look at what it does well, then at what will get in your way. After that you'll know whether it belongs in your deck.

A strength
Retreat cost 1. One Energy to discard and it is back on the Bench, which matters a lot on the turn you need to swap attackers.
A strength
It has an Ability, Resolute Heart. An Ability costs you no attack, so you can use it and still swing the same turn.
A strength
Joltik runs it in 48 of the 48 lists we have read, seen across 44 different tournaments.
A strength
It is a Basic Pokémon. You can put it down on your very first turn, with nothing to evolve through.
A strength
Mark H. It is one of the marks currently accepted in Standard: H, I, and J.
Keep in mind
It is an ex card. The turn it goes down your opponent takes 2 Prizes instead of one, and games do turn on exactly that.
Keep in mind
Weakness Fighting ×2. Against a Fighting Pokémon, apply that to the damage it takes — it climbs fast. Of the 8,073 tournament lists we have read, 1,726 run at least one Pokémon of that type.
