Its Ability

Unlucky Wind

As long as Shiftry is your Active Pokémon, whenever your opponent flips a coin during his or her turn, treat it as tails.

Its attacks

Conform

40

If you have the same number of cards in your hand as your opponent, the Defending Pokémon is now Confused.

Seal Off

60

The Defending Pokémon can't use any Poké-Powers or Poké-Bodies during your opponent's next turn.

What to make of it

Have a look at what it does well, then at what will get in your way. After that you'll know whether it belongs in your deck.

  1. A strength

130 HP. Only 2 cards in Rising Rivals carry more.

  2. A strength

Retreat cost 1. One Energy to discard and it is back on the Bench, which matters a lot on the turn you need to swap attackers.

  3. A strength

It has an Ability, Unlucky Wind. An Ability costs you no attack, so you can use it and still swing the same turn.

  4. Keep in mind

None of the 5,799 tournament lists we have read runs it. That does not make it a bad card — it means we have not seen it on a table yet.

  5. Keep in mind

It is a Stage 2. You have to come through Nuzleaf to get here, or find a Rare Candy to skip the middle step.

  6. Keep in mind

Weakness Fire +30. Against a Fire Pokémon, apply that to the damage it takes — it climbs fast. Of the 5,799 tournament lists we have read, 1,356 run at least one Pokémon of that type.

Who plays it

None of the tournament lists we have read mentions this card. That happens with a card that has just come out, or one players have not tried yet.
