What to make of it

Have a look at what it does well, then at what will get in your way. After that you'll know whether it belongs in your deck.

A strength
80 HP, and nothing in Team Rocket goes higher. That is the wall your opponent has to break through before taking a Prize.
A strength
Continuous Fireball hits for 50 on 2 Energy. Nothing in Team Rocket hits harder for that price.
Keep in mind
Retreat cost 3. Once it is out front, it stays there. Pack something that moves it another way, or you will burn whole turns discarding Energy.
Keep in mind
None of the 8,073 tournament lists we have read runs it. That does not make it a bad card — it means we have not seen it on a table yet.
Keep in mind
It is a Stage 2. You have to come through Charmeleon to get here, or find a Rare Candy to skip the middle step.
Keep in mind
Weakness Water ×2. Against a Water Pokémon, apply that to the damage it takes — it climbs fast. Of the 8,073 tournament lists we have read, 3,295 run at least one Pokémon of that type.
