Its attacks

Water Gun

20+

Does 20 damage plus 10 more damage for each Energy attached to Omastar but not used to pay for this attack's Energy cost. You can't add more than 20 damage in this way.

Spike Cannon

30×

Flip 2 coins. This attack does 30 damage times the number of heads.

What to make of it

Have a look at what it does well, then at what will get in your way. After that you'll know whether it belongs in your deck.

A strength
Retreat cost 1. One Energy to discard and it is back on the Bench, which matters a lot on the turn you need to swap attackers.
A strength
Spike Cannon hits for 30 on 2 Energy. Nothing in Fossil hits harder for that price.
Keep in mind
None of the 8,067 tournament lists we have read runs it. That does not make it a bad card — it means we have not seen it on a table yet.
Keep in mind
It is a Stage 2. You have to come through Omanyte to get here, or find a Rare Candy to skip the middle step.
Keep in mind
Weakness Grass ×2. Against a Grass Pokémon, apply that to the damage it takes — it climbs fast. Of the 8,067 tournament lists we have read, 5,067 run at least one Pokémon of that type.
