Its Ability

Downpour

As often as you like during your turn (before your attack), you may discard a Water Energy card from your hand.

Its attacks

Riptide

10+

This attack does 20 more damage for each Water Energy card in your discard pile. Then, shuffle those cards into your deck.

What to make of it

Have a look at what it does well, then at what will get in your way. After that you'll know whether it belongs in your deck.

A strength
It has an Ability, Downpour. An Ability costs you no attack, so you can use it and still swing the same turn.
Keep in mind
Retreat cost 3. Once it is out front, it stays there. Pack something that moves it another way, or you will burn whole turns discarding Energy.
Keep in mind
None of the 7,156 tournament lists we have read runs it. That does not make it a bad card — it means we have not seen it on a table yet.
Keep in mind
It is a Stage 2. You have to come through Croconaw to get here, or find a Rare Candy to skip the middle step.
Keep in mind
Weakness Grass ×2. Against a Grass Pokémon, apply that to the damage it takes — it climbs fast. Of the 7,156 tournament lists we have read, 4,522 run at least one Pokémon of that type.
