Its Ability

Time Skip

Once during your turn (before your attack), you may have your opponent flip 2 coins. If both of them are heads, your turn ends. If both of them are tails, after your opponent draws a card at the beginning of his or her next turn, his or her turn ends. This power can't be used if Dialga is affected by a Special Condition.

Its attacks

Metal Flash

During your next turn, Dialga can't use Metal Flash.

What to make of it

Have a look at what it does well, then at what will get in your way. After that you'll know whether it belongs in your deck.

A strength
It has an Ability, Time Skip. An Ability costs you no attack, so you can use it and still swing the same turn.
Keep in mind
None of the 8,073 tournament lists we have read runs it. That does not make it a bad card — it means we have not seen it on a table yet.
Keep in mind
Weakness Fire ×2. Against a Fire Pokémon, apply that to the damage it takes — it climbs fast. Of the 8,073 tournament lists we have read, 1,846 run at least one Pokémon of that type.
