Its Ability

Frosty Flapping

Once during your turn, if you have Moltres and Zapdos in play, you may use this Ability. Attach a Basic Energy card from your hand to this Pokémon.

Its attacks

Hail

This attack does 30 damage to each of your opponent's Pokémon. (Don't apply Weakness and Resistance for Benched Pokémon.)

What to make of it

Have a look at what it does well, then at what will get in your way. After that you'll know whether it belongs in your deck.

A strength
Retreat cost 1. One Energy to discard and it is back on the Bench, which matters a lot on the turn you need to swap attackers.
A strength
It has an Ability, Frosty Flapping. An Ability costs you no attack, so you can use it and still swing the same turn.
A strength
It is a Basic Pokémon. You can put it down on your very first turn, with nothing to evolve through.
A strength
Mark J. It is one of the marks currently accepted in Standard: H, I, and J.
Keep in mind
None of the 7,371 tournament lists we have read runs it. That does not make it a bad card — it means we have not seen it on a table yet.
Keep in mind
Weakness Metal ×2. Against a Metal Pokémon, apply that to the damage it takes — it climbs fast. Of the 7,371 tournament lists we have read, 1,026 run at least one Pokémon of that type.
