Its Ability

Electromagnetic Wall

As long as this Pokémon is your Active Pokémon, whenever your opponent attaches an Energy from his or her hand to 1 of his or her Pokémon, put 3 damage counters on that Pokémon.

Its attacks

Electrobullet

Does 20 damage to 1 of your opponent's Benched Pokémon. (Don't apply Weakness and Resistance for Benched Pokémon.)

What to make of it

Have a look at what it does well, then at what will get in your way. After that you'll know whether it belongs in your deck.

A strength
It has an Ability, Electromagnetic Wall. An Ability costs you no attack, so you can use it and still swing the same turn.
Keep in mind
None of the 8,073 tournament lists we have read runs it. That does not make it a bad card — it means we have not seen it on a table yet.
Keep in mind
It is a Stage 2. You have to come through Flaaffy to get here, or find a Rare Candy to skip the middle step.
Keep in mind
Weakness Fighting ×2. Against a Fighting Pokémon, apply that to the damage it takes — it climbs fast. Of the 8,073 tournament lists we have read, 1,726 run at least one Pokémon of that type.
